Add to my simple website so that releasing on an entry in "drop-down menu" takes user to that page

I have a simple website hosted under Linux (Apache with PHP5) for which I attach: (1) the "index.php" file [the only php or html page in the site at present!!], and (2) the css stylesheet it uses (called "philipstyle.css")
What I need is that when a visitor to the site releases on one of the options in the "drop-down menu", the value of their selection replaces the value in the php(include) which is currently "1.txt"
Except, if they release on value "0" (zero), in which case they remain on page "index.php", either by calling it or by nothing happening.
The method used must work equally well for all main browsers (Safari 4+, Firefox 3.5+, Chrome) and IE from IE7 upwards, across Windows, MacOS, iOS and Android platforms.
I am aware that using php(include) in this way has security weaknesses, but I wish to use this method for this simple test website, and will deal with those weaknesses as the site is developed in future.
