Web Design with Twitter intergration

I would like to create a VERY BASIC web site which will be able to 'grab' people's responses to questions/votes posed by a 'prolific' tweeter and create graph's on a separate web page. The web page could use programmes already available using tools such as 'poll everywhere' or could be made bespoke. Price is key here of course.

In the future the website might like a few of the following functions but is not necessary at this moment:

Video interviews
Real time chat function for Q and A's with chosen people etc
Blog style interviews and articles
Forum
A list of notes attached to each vote
