Build a social media website - WP / Joomla / Custom Build (Still accepting proposals)

I need a social media website building that will allow:

1. Users to sign up for free

2. Users to create a profile page with multiple pages per profile.

3. Users to find friends and add them to their contact list.

4. Users to chat with each other using a chat box.

5. Users to upload their photos and the website automatically categorises those photos based on the properties of the image i.e. the date, time and maybe location.

6. Users can tag friends in those photos and those photos become part of their friend's photos.

7. Users can choose privacy settings on the whole site and individual items i.e. profile info and photos.

I am only accepting proposals from sellers that have a feedback of more than 50 on PPH. Any proposals less than this will be declined.
