Write a desktop script to send queries and display status

I have an IOT connected clock.
I need an application that will display a start button. The user can click this button. Every 60 seconds the app will send a http request to advance the time by 1 minute ?h=12m=01. The app should display to the user the time that is currently showing on the clock. The user needs the ability to add and subtract 1 minute with add and subtract buttons which will update. So if the time is currently 12:30 then the plus button will send ?h=12m=31 and the minus button will send ?h=12m=29. When the clock has advanced by 1 hour from the starting position it needs to send a http request /?s to activate a relay.
