WP Hook to match Geo and trigger automation

How Data is collected:
Wpforms,
Gravityforms
OR any other way

Where it is Stored:
Post(category, attributes)
or
Woocommerce Product(attributes or custom field).

What Data is Stored:
Category
Address
Long/Lat

What is needed:

Once data collected
The Hook needs to MATCH it with User role record(who have Category, address, Long, Lat already) and trigger Automation(I assume we an use one of the Automation Plugins) in a form of Email, sms, Notification
so the user receives the notification that job is available in his radius.

Example:

DATA:
Service type(Category): Painting
Address: Full Address
(I assume we store Long/Lat by default based on address provided.)

MATCH WITH

Existing User record:
Category:Painting
Address: Full Address
(I assume we store Long/Lat by default based on address provided.)

Once MATCH is Found we need to trigger the automation(one of the existing plugins?) in a form of Notification(user to receive a message that job is available in his radius)

Open to discuss the way it can be done more easier way!
