Wordpress shortcode plugin

I need a plugin which creates two shortcodes, the first is ‘[big_d_badge]’. This looks for two meta_key in the wp_postmeta table for a post eg-Best_D_Year and eg-Best_D_Category and if both are populated outputs a html string, if both are blank then it outputs nothing. Both meta_key can have multiple comma separated values e.g. 2021,2005.

The second shortcode is [superlawyer_badge] this looks for eg-Super_Lawyer_Year, eg-Super_Lawyer_Link, and eg-Super_Lawyer_Type. If the first two keys are populated it outputs a html string based on the third key, if none of the keys are populated it outputs an empty div. If eg-Super_Lawyer_Type has two comma separated values then the shortcode should output a string for each value.
