UPS real time shipping quotes

I need a simple php file to send an XML request to UPS using HTTPS POST and displaying the results to screen that are returned. UPS has recently changed it's requirements and my old code no longer works. This is a sample file that I found on the server for testing I believe. It uses curl and I don't know if UPS accepts it, at least I'm not getting any response so far. If I can get this file working I should be able to get the regular system working. UPS will only accept requests from a server with TLS 1.2 which my server has just been upgraded to.
