.txt file that needs $ value columns adjusted to substract 3.5%

Description of requirements/functionality: adjust $ column in a .txt file
Extra notes: We get a .txt file that needs 3 columns adjusted to reflect a 3.5% reduction.

- I've attached a copy of the file we get, and highlighted the top of each of the 3 columns in yellow that need to be adjusted to reflect the 3.5%

- Since this is something we do weekly, I am looking for a program that would allow us to easily do this.
