Transfer Data from Excel to Txt Documents

General information for the business: Extract text/data from a spreadsheet
Description of requirements/functionality: We have extracted lots of FB Group posts and comments into a spreadsheet.
We need someone to extract our content from this spreadsheet and turn it into separate text documents.

See attached Sample doc.
Each row contains an original post and the post comments in chronological order.
In our example
Row 2 is a new Post (column C) with no comments (column G)
Row 3 is a new Post (column C) with one comment (column G)
Row 4 is a new Post (column C) with several comments (column G) from G4 down to G22

C column always contains the original post
G column always has the comment text in it

We need the Spreadsheet data extracted into text documents that contain the original post and all the follow up comments in chronological order beneath it. Thus splitting the spreadsheet into multiple text files.

The file name has to be as follows
post ID number-DATE-date of post-short-description of the post
Example (made up from attached example document)
366590396875731_503342839867152-DATE-05-02-2016-Which Title Works.txt

There are 13050 rows in the final spreadsheet, This will total approximately 900 text documents.

We would think a script would be best to handle this and we would like to have the final script as we have other documents that require this to be performed on it.
