Text Replacement Tool

I need a software developer to provide the code for a C# MVC tool that can take tab delimited CSV text and transform it into the format required by Specflow. I should be able to copy paste into a textbox easily and get the results back on the screen.

I'm a senior software developer ideally looking for someone that I can delegate further C# or automated testing tasks to in the future.

I'm happy to entertain alternatives if they achieve similar results without impacting ease of use, like having a console application that reads from + to a fixed file.

The output should be:
* Pipe delimited, including at the start and end
* Allow me to configure additional string replacements by column. For example for "Boolean Column" I might want to replace "1" with "true". It's ok for this to be hard coded as long as I can easily add new conditions to the code.
* Should support dozens of columns and thousands of lines
