Small PHP Script/Code to import CSV file into two arrays

I need a PHP Script that imports a CSV file with 2 columns and header row into 2 arrays.

The csv file is delimited with semicolon, example:

This is how the CSV looks like:

"City";"Alternative"
"Aachen";"Köln"
"Augsburg";"München"
"Bad Gögging";"Bad Gögging"
"Berlin";"Berlin"
"Bielefeld";"Köln"
"Bochum";"Köln"

I need 2 arrays with the values from the CSV file:

Array1 named "City" with the data from first column.
and Array1 named "Alternative" with data from second column
