Without more details, it's simply guesswork and people will just be quoting blindly.

Are you proficient in PHP coding? How do you know it's a 'small' software fix, too...?

Again, please provide full details of the issue and work required if you'd like accurate bids from freelancers who know what they are doing. Without more information, you'll only get proposals like you have so far - from inexperienced, offshore freelancers who don't even understand the issue... You see any potential problems there...?
