PHP 5 Website with custom CMS which needs bug fixing and updating

General information for the website: This is a website for a national company, with members only area & ticket sales that needs to be updated
Kind of development: Customization of existing website
Num. of web pages/modules: 40
Description of every page/module: The website is already established and consists most of content managed pages; there is a dashboard the website admins use to create and modify content.
Description of requirements/features: Emails: the outgoing emails are supposed to be HTML but they are coming through as garbled plain text

Login/Permission problems: membership accounts are sometimes expiring prematurely

Online ticket sales: as part of the sale, a registration form is completed by the purchaser and this form needs to be emailed to the website admin

Modules: admin users can add small modules to pages (eg with promotions, etc) via a drop down; we need some new modules written and there are some pages which need to have modules support added to them (a module is a php-included into the page at runtime)

Downloads: admin users can upload downloadable files and associate them with pages via a drop down, but some pages do not support downloads and this needs to be added in. The drop down to select the page to associate does not offer the correct set of pages, and some pages are no longer available. This is potentially the most complicated bug because there is an attempt at abstraction of "page" in the system and it is not clear how that is intended to work. Part of the job will be to provide some brief notes and description of the issues here and how it works.
