Description of requirements/functionality: s a developer, I want Artifactory to support Ivy packages so that I can store my Company created artifacts in a common repository and so that I can target these packages as part of development builds

Create a ivy-internalfacing virtual repository
- Create a ivy-publicfacing virtual repository
- Create a x-ivy-int-east-local local repository that is available in the ivy-internalfacing virtual repository
- Create a x-ivy-int-west-local local repository that is available in the ivy-internalfacing virtual repository
- Create a x-ivy-pf-east-local local repository that is available in the ivy-publicfacing and ivy-internalfacing virtual repositories
- Create a x-ivy-pf-west-local local repository that is available in the ivy-publicfacing and ivy-internalfacing virtual repositories
- The Default Deployment Repository for the ivy-internalfacing virtual repository in AWS East should be x-ivy-int-east-local
- The Default Deployment Repository for the ivy-publicfacing virtual repository in AWS East should be x-ivy-pf-east-local
- The Default Deployment Repository for the ivy-internalfacing virtual repository in AWS West should be x-ivy-int-west-local
- The Default Deployment Repository for the ivy-publicfacing virtual repository in AWS West should be x-ivy-pf-west-local
- Create replication from x-ivy-int-east-local repository in AWS East region to x-ivy-int-east-local repository in AWS West region, without Sync Deletes enabled
- Create replication from x-ivy-int-west-local repository in AWS West region to x-ivy-int-west-local repository in AWS East region, without Sync Deletes enabled
- Create replication from x-ivy-pf-east-local repository in AWS East region to x-ivy-pf-east-local repository in AWS West region, without Sync Deletes enabled
- Create replication from x-ivy-pf-west-local repository in AWS West region to x-ivy-pf-west-local repository in AWS East region, without Sync Deletes enabled
- Each local repository should have Event-Based Replication enabled, with a Cron-Based Replication as a backup
- Each repository should have it's configurations stored in SCM (as JSON)
- Add x-ivy-int-east-local, x-ivy-int-west-local, x-ivy-pf-east-local, and x-ivy-pf-west-local to permission target ALLOWED_LOCAL_INTERNALFACING
