Matlab or C++ programming

I am writing a course work dedicated to the topic "the dependence of Euro-Dollar exchange rate using the Forecasts of the Number of New Jobs in the US Based Upon Other Indicators of the Labour Market". I have to write a code to my mathematical model forecasting. However i am a noob in programming. I am going to use radial basis function networks (approximation) and matlab has a pretty good tool for that. I think it could be a cushy number.
