iam looking for an expert to build an automated workflow in Make.com that monitors UK local council planning portals (York/Harrogate) for new "Refused" planning applications.

The Workflow:
1. Monitor: Scrape or monitor council planning portals for new "Refused" application decisions.
2. Filter: Filter results by keyword (e.g., "garage," "workshop," "storage," "club") and status ("Refused").
3. AI Analysis: Integrate OpenAI (GPT-4) to analyze the planning officer's report. The AI must:
- Assign a "Fixability Score" (1-10).
- Summarize the reason for refusal.
- Suggest a one-sentence path for potential approval.
4. Alert: Send a formatted email to me with the lead details and AI analysis.

Requirements:
