Long term freelance PHP coding

I'm a freelance project manager in the USA and run several PHP/PostGreSQL websites for my clients. I need a good PHP coder to do various maintenance tasks. This is a long-term job that pays by the hour. Lots of freedom. I just require that you speak English (should I ever need to phone you), and you're a good and thorough coder.

Most work is done on a PHP engine we developed years back. It doesn't use a framework, all coding is custom. It's got a lot of features, especially on the backend. The engine uses PHP5, JQuery, Ajax, CSS, etc. and there's a WordPress documentation area coders can use to understand particular feature's special issues.

My role is to do all the write-ups (work requests), your job is to code the screen layouts (I do a nice job of depicting what has to get done and what each control's functionality has to be). There are seldom any absolute deadlines. We all work at a pace that fits our lifestyle. Only bug fixes require immediate response. It's good work, you get paid by the hour and paid whenever you want via PayPal, etc... and it's long-term.

I typically only hire USA, Romanian, or Ukrainian coders due to my prior good experience with them. When applying, please mention the following:
1) Do you speak fluent English?
2) Years coding in PHP?
3) Your long-term hourly rate?
