Local Setup ubuntu and create an api ( Java)

I would like someone to set up the below server and create an API to connect using their documentation.

Step 1:
Setup this. http://oscarmanual.org/oscar19/19_on_ubuntu_18.04

Step 2: connect an API to above using the below sample program, but you have to convert the above JSP into a spring boot rest API application
