Laravel - Multitenant app - Tier Pricing plan Implementaion

We have an existing laravel and vue.js (Buefy) based app. We need to implement tier based pricing, lock certain features in the app.
We also need Implement Tier pricing and locking features based on the 2 plans. We have integrated with Stripe.
Need a way to make sure users are alerted on too many bounce rates or email failed rates.
We need to make user can see the usage and monthly subscription or yearly subscription and basically send out emails every month or yearly when bill is due.
We also need to perhaps alert users when there is 20-25% of bounce rates on outbound campaigns.
