Javascript / jQuery auto scrolling for a horizontal menu

What we have:

1. Scroll down the page, and you will see that the Navigation Links (Indian Burgers, Loaded Naan, Tikka Fries etc) are highlighted as you scroll down the page.
2. You can also scroll horizontally the Navigation Links, and click the links to be taken to the position on page.

What is needed:

1. When you scroll down the page, we need the Navigation Links area to scroll left or right, showing the correct link depending on where the user is scrolling vertically.

We are using WordPress, our own Custom theme, Beaver Builder, and this plugin to manage the scrolling links: https://manos.malihu.gr/page-scroll-to-id/

Please let me know the cost to do the above, I'm assumming it will need to be done with Javacript/jQuery.

We have previously been messed around by a PPH developer who didn't complete this work, so the deadline is shorter than I'd like. Needs to be complete in the next 3 days.
