Due to our source of funding we are obligated to use UK based contractors for this work.
I need someone to give me some advice on a design problem around deployment and remote maintenance of computers. This would suit someone with a strong background in IT services provision, and some knowledge of cloud architectures. I am not building this currently, but i am trying to identify the key technologies that exist to support doing this, and where there may be technology gaps. My goal is to benefit from your expert knowledge of how to architect this problem to save myself a lot of research into candidate technologies.
Problem:
1) I need to deploy computers that my company controls into other companies, to provide a service. Said machines are dell workstations running either windows 10 or windows 10 IoT enterprise (decision open still).
2) I need to provide remote monitoring and troubleshooting
3) I need feedback on hardware failures, system diagnostics
4) I need to be able to remotely operate the computer console, ideally even in BIOS
5) I need to be able to deploy windows updates, patches in a controlled manner (so my application doesn't break)
6) I need to push new software to the machines
7) I need to communicate data from my software on the machine back to servers in the cloud (assuming we will go with AWS or Azure)
8) I need the communication link back to our systems to be secure, I am sending potentially confidential data, so cannot just be public internet
9) The facilities i am placing these computers in have their own IT teams, I want these computers to be entirely managed by myself, I specifically do not want to make it easy for others to meddle with this
10) I do not have control over the networks these machines will go on, they will likely be large orgs, so little flexibility will be possible.
11) current scale is projected at 100 units in place, but need to be able to scale up to 10,000 region

A rough costing of what it would take to deploy such a solution (I am not looking for detailed analysis, just a ballpark in terms of engineering costs and per machine costs).
