I need to create a URL on an Excel spreadsheet based on existing data

I have an excel spreadsheet with thousands of Facebook post data in it. I'd like to see all the post on Facebook so I need their URL. The document doesn't contain the URL but contains the data that can be used to reconstruct the URL. I just need to create a script to create that URL based on the data we already have.

The URL has the following format: https://www.facebook.com/permalink.php?story_fbid=POSTID&id=PAGEID

The spreadsheet has a column with the page ID for each post, as well as the post ID.
