I need a web based asset management project done

General information for the business: We are system integration house, looking to out source
Kind of development: New program from scratch
Description of every module: Management of asset using web based application, create new asset, relocation of asset, disposal, maintenance, project, audit etc.
Description of requirements/functionality: For tracking of a company asset in a building, like chairs and table, PC and web cam, barcode based
Specific technologies required: ASP.NET and SQL database prefered
OS requirements: Windows
Extra notes: main device used to operate will be samsung tab 10" or similar.
Look and feel already designed, mainly putting in functions, but developer welcome to change the overall design as well.
