I need a programmer in python

I am working on my dissertation and I am struggling with my coding. I came across your website and I do think you might give some help. I set three objectives for my investigation. First, I intend to analyse the dynamics of my portfolio. The next one is to optimise it through minimising the Value-at-Risk. The last part is about setting up an algorithmic trading to assess the performance of the portfolio. Please find attached my research proposal. It could give you an insight of what I am about to implement.
