I need a good looking PHP Website For a Quiz/Bet Game.

General information for the website: Video Quiz Website Game
Kind of development: New website from scratch
Num. of web pages/modules: 10-15
Description of every page/module: 1-HOME:
At the top the logo on the left side, and on the right 4 shortcuts (Home,Play,Activity,Login)
Below the video with the quiz questions on the right side; below social share buttons (Facebook,Twitter,google+).
Then - HOW TO PLAY - below on the left side 1.2.3. short instructions, then on right side a explanation video.
Bellow (Play Now Button), then for last include 3 users reviews.

2-PLAY:
The same as the first video on Home, with the question at the top and the answers on the right side.
Below - (Register to Play) or (Login)
When users login they are able to view the play panel below the video, they must enter amount starting from 1$ and select one of answers available.

Below there's 2 payment options:

1 Use money from your play balance, or simply refill it by clicking add money button and will direct you to the dashboard. On this way users don't need to pay every time Like the 2 option.

2 Pay by directly by using paypal

3-ACTIVITY:
Join all the active challengers on the website, this will be easier for the people that can't find a person to challenge.

4- DASHBOARD:
Add money to your play amount with (Paypal) by requesting a 1$ fee from the users.
View amount you won and withdraw them to your paypal account. (LET US KNOW IF YOU CAN'T INTERGRATE PAYPAL)
Below view (History) with opponent, question and your answer, result (Win-Loose), Challenge Amount.
For Last (Active Challenges) Question, Challenge Amount, Share Link To Find Challengers.

5-MY ACCOUNT:
Basic user information, here users must connect their paypal email and password in other to withdraw money of wins.

6-COFIRM AND RESULTS:
As soon you join a challenger for a game, pay,confirm and wait for the results via email or check on dashboard history.
The results must rotate and be different for every single user.

I have a very simple web quiz game that will include only one video.
The game has been already developed with wireframes, we just need it to be functional and running for the users asap. Our budget is 200$ for this website, but we would like to know from you if is possible to do it.

FEATURES:
