I need a good designed static web site.

So, what I basically want is a static website. All information gonna be static. But only important thing for me is to have a something very tidy (not many colors or fancy things.) , simple but at the same time smooth working menus. Nice design. (I WILL SEND THE LOGO - design must be inspired by logo colors)

I want roughly 6-8 menu some at the top some at the bottom but none of them should take to another page but rather "pop up" window. i mean when you click a menu item it gradually widens into the middle of the screen and information is shown there.

I want it to open gradually and user must see that it grows from a menu item. kinda menu grows. (some javascript/jquery scripts)

about the website itself: we are a software team. we have mobile (android, ios, windows) deveopers and IT consultants. so, we are a new start-up doing mainly mobile applications (in the future hopefully gonna do web development as well).

In the website we want to give information about us, works, partners and etc. apart from menus what i want is in the center there are going to be four our latest works (images again. let's say 250px to 200px big) and when clicked they get a little bigger as menus would do (maybe slightly different) and on the right and left ends of those four tabs i want to have arrows and when you hover cursor over those arrows those four images change (by change i mean : let's say we give you 10 images of our works. you have four in the middle when site loaded and as you keep you cursor on the arrow one by one they shift to left or right depending on the which arrows you hover over)

so, i have general requirements for the rest i want you to have freedom and advice us what you think would be better. i will send our logo as well if anyone contacts me for further info so that we can discuss more detailed.
