HTML5 Animation (CSS & JavaScript)

I need a developer that can create a simple looping/continuous responsive animation in HTML using CSS and JavaScript. This animation needs to be responsive, working perfectly and100% compatible with Windows Embedded Web Browser Control and both Internet Explorer 11 and Internet Explorer 10 as well as Google Chrome and Firefox.

This example does not work properly with the Windows Embedded Web Browser Control and both Internet Explorer 11 and Internet Explorer 10. Therefore, I want someone that can help me with creating the exact same animation that is responsive and compatible with Windows Embedded Web Browser Control and both Internet Explorer 11 and Internet Explorer 10.

Also, the project files should all be within one folder and there must not be any reference to externally hosted CSS or JavaScript within the HTML index file as this needs to be able to work in an environment without internet connectivity. Everything should be in one local folder.
