GIS mapping project

Hello
I am looking for a leafletjs application that will plot markers on maps from a database.

The basemaps and overlays are from arcgis rest services -
Sheriff: https://services.wvgis.wvu.edu/arcgis/rest/services/Imagery_BaseMaps_EarthCover/wv_imagery_Sheriff_Assoc_2010_1ft/MapServer/13
Parcel: https://services.wvgis.wvu.edu/arcgis/rest/services/Planning_Cadastre/WV_Parcels/MapServer/0

The database table will tie to the ParcelSummary table with the ParcelID field from here -
https://services.wvgis.wvu.edu/arcgis/rest/services/Planning_Cadastre/WV_Parcels/MapServer/11
I need to be able to able to show some of the data from the ParcelSummary table -
Such as - When clicking on the parcel such as Owner1 and LegalDescription1,

I would also want the markers to cluster by CountyCode and then DistrictCode

That is the basic needs of the project.
