FIX our website Entry Pop-up (Design and Code are already done)

We have created a Pop-up on our Job Site, so every time a user opens the site, the pop-up will ask him what industry he's working in and what country.The idea is to apply a cookie code, so the site remembers the user when he/she comes back the second time.

We have tried ourselves and we got stuck.

- We already have a design and the code, just need somebody to come in and make the pop-up responsive on all browsers and mobile/tablet.
- We need you to test it's functionality on all browsers and mobile/tablet.
- The pop-up doesn't function on Internet Explorer and Safari

I assume is not difficult for a developer to have a look at it and to make it work, the only constrain is that we need it done asap/ by Sunday evening the latest.
