Finish off a 50% built, Server with REST API

Me and my business partner are looking for someone like yourself to help us finish creation of a server and database with working REST API endpoints, it will require basic points such as user registration/accounts etc, will need to be able to upload images/documents, we would love to here what you think and how long it may take you to create what we are looking for, should be a simple task for anyone with the right experience, your chance to be involved in a very exciting new project,
