Excel/VBA/Python for Vat Validation

Hi,

I'm looking for a tool that can work with Vies Vat Validation.

There are some API out there the can be created to but I need someone to look into this as I don't have any understanding around in that area.

I'm more comfortable around excel, VBA and python. I've attached an example file what I'm looking for along with screenshot on how vies works.

I do need this to be worked on ASAP
