Excel online - Applying user rights limitations

Hi - We have a complex Excel file that we use to calculate manufacturing costs internally. We are now looking for a way to publish it online so it can be used by our colleagues in different regions. We don't want to email the file as it is an asset to our company, we just want to make it available to everyone but with limitations on how users can see it and interact with it.
Admin users should be able to update it anytime, and other users should be able to use certain tabs and export results of their calculations, but not to download the file.

The Excel file uses lots of VB macros and that has been a limitation to publish it online using our Office 365 account, as the VB macros don't work on that online version.
Any ideas are welcome and willing to try.
