Develop database, load XML file into database, configure CMS, publish content to XML

The idea is to maintain content and make that contain available via an XML-file.
There is already an XML-file available, but the database, cms and publication tool are lost.
The XML-file has a structure that shouldn't be changed, but the content should be maintainable. Meaning that new content should be added, existing should be editable and old should be removed, all via an CMS.
Basically, I am looking for someone who could:
1. develop a database that contains this content (MySQL?)
2. a CMS tool that allows me to edit the content in the database (Joomla, or Drupal?)
3. a publication tool that creates an XML-file once a day from all the content in the database (that uses the same structure in the current XML-file) and make that XML-file available via a password protected URL.
Extra note: I can arrange hosting, but need someone to develop the above and advice on certain technology to use.
If you can do a part of the work described above, please let me know as well.
