Desktop Application & Web Application (C# , ASP MVC , MSSQL)

I want to move data from excel files to database automatically. Moving data will be weekly. Then build web application to search based on attributes. Please find below link to see sample data and columns:

I need two applications as follow:

1- An app which will run local mchine and pick excels from specific location and push data to plesk mssql database.
2- An ASP.Net MVC website that will run on plesk server with
I- login feature
2- Will show data from MSSql Server
3- with paging
4- with Search
