Create Procurement Project Tracking Template in Excel

I ma looking for an excel expert to create a project tracking template for me in the excel. I already have a template but I need it updated with the following functionality

Ability to change a field a different color depending on the duration of a task
I have specific timelines for each tasks and I want the user to input the date the task was completed and that field to change colour if the tasks was on-time, slightly late or delayed
Ability to calculate the total number of days a project has taken excluding weekends
Some drop down menus to limit the choice of data for some of the fields
Some fields auto locked after data has been inputted

The whole look and feel of the template to be updated.
