Convert to MVC framework - Laravel, Yii or Codeigniter

Description of requirements/features: I need to migrate a PHP application using mysql_query and no MVC to use a framework and have opted for either Laravel, Yii or Codeigniter.

I have never programmed in OOP or used MVC before so I am looking for someone to take a portion of my current code and translate it to use framework and then I can build on this.

The application is fairly simple for the most with just forms to enter/edit/delete/view information and then datatables to display the output.

There is a header and footer file on every page which contains a lot of logic around the user, their config, permissions and so on as well as a few config files which determine things like base permissions, base localisation settings, database credentials and so on. Most of these do MySQL lookups and then have if/else to determine what the user is allowed to do. Additionally there are a large number of functions which are used for common tasks.

For the purposes of this job I need someone to:

Setup framework I for MVC
"Translate" header and footer file - header is large (approx 1600 lines including HTML) and contains most of the logic, footer is only a small number of lines
"Translate" config files - 50 lines and 170 lines respectively, no HTML
Create page to display Jquery datatable (http://www.datatables.net/) from database table
Create page to input data into database - should include validation for required fields, data types and length plus allow for jquery datepicker/timepicker
Create page to edit data from database - should include validation for required fields, data types and length
Ability to delete item from database
Migrate 3 functions to be able to be used in framework (approx 30 lines each)

I am NOT able to send the files/code to everyone who is interested so please bid accordingly allowing for some headroom.

The code must be clean, tidy, indented etc and well commented
