Convert HTML5 template to AngularJS WebApp, connect to existing APIs

General information for the website: We are a multi-merchant delivery platform
Kind of development: Customization of existing website
Description of every page/module: We have a HTML5 website template which we need to convert into an Angular app and connect to our backend server which is NodeJS + Mongo

Work will include:
Converting existing HTML pages (5-7) into an Angular app.
Create couple more pages based on existing templates depending on needs (user account page for account management, seeing current orders etc)
Map website elements to provided APIs to enable website features
Create secure mechanism for the user to register and login to the website and maintain a session (API calls provided and can be adapted according to needs by us)
Maintain an order basket of items before order is made in the session
Edit slightly or create new HTML elements as needed (this will be minor as the template satisfy most of our needs)

Website features include and are not limited by (all API calls provided):
Create an account
Log in
Facebook login (just send authorised facebook token to our facebook Login API call)
Payment integration (Integrating JudoPay iframe to add card only, the rest is handled by our servers when sending an order)
Buttons to delete card or similar with provided API calls.
Get and display businesses according to geolocation of the device
Get and display products for each business
Filter products on the UI by certain attributes
Adding products to basket
Sending an order
Getting and displaying orders and receipts
Getting and updating user information

All APIs to get and send the data to the server will be provided to perform these actions. The data just have to be displayed in the HTML templates or custom directives.

So basically the work involves converting HTML template into Angular templates, creating controllers and directives for them and creating services to use our server API calls to send/receive data and display that on the WebApp.
Description of requirements/features: Technical requirements:

The website has to remain responsive on multiple devices. (The template provided is)

We would like the developers to strictly follow TDD practices. If not using TDD expect a much lower quote.

Regardless of that the WebApp still has to be tested both functionally and Unit tested so better just use TDD.
We would like the WebApp done in Angular 2 following their best practices. Expect a lower quote if you only work on Angular 1.

The code has to be well written, maintained and documented.
Git will be used as source control. Proper git-flows should be used. The developers have to be experienced using Git.
DEV, UAT and PROD environments will be held and engineers should be used to working on multiple environment product life cycle.

You will have constant access to our business analysts and developers for functionality or integration with server queries.

Developer or company MUST have live released projects they done using AngularJS.

Expected timeframe is 1-2 months.
