Convert date format and provide WP shortcode

I'm using WordPress with Events Manager and Toolset Views plugin.

Events manager has a custom field for the event date. It is currently out-putting the date in a format I don't want.
Currently it shows as Year-Month-Day, e.g. 2023-09-22
I’d like it to display Day month, Year, e.g. 22 September, 2023

I need a function to provide a function that will get the custom field data from a post ID to display with a post in a loop and return it in the format that I want
