Configure mysql-docker container in combination with laravel

Based on the following tutorial ( https://www.howtoforge.com/dockerizing-laravel-with-nginx-mysql-and-docker-compose/), I set up the three docker containers. Unfortunately I can connect remotely to the mysql database, but in the docker-network, I cannot connect/make migrations to the database (precisely php artisan migrate fails). Additionally I have prepared a mysql.cnf file, which limits access to the database only to localhost, which has to be activated (has to be only activated).
