Before moving further, I’d like to understand whether the current COBOL system has any existing technical/business documentation that still reflects production behavior, and how tightly coupled the transaction processing logic is with JCL, batch jobs, or external interfaces? Also, are you mainly looking for a migration-readiness assessment, or do you also expect identification of high-risk business rules and hidden dependencies during the review?
