Client billing software - automatically generates invoices and emails them to clients based on timesheets submitted by workers online. Invoices ideally to have some form of card payment facility integrated in to invoice (e.g. Paypal, stripe). Web based software.

Also, worker application and vetting to be integrated in to system. Worker selection based on skills and hence allowing worker assignment to client. Worker and client logins. Overall visibility of all data by local office manager/owner.
