Build a quick Members Directory with PHP/MySQL

I want to build a members directory with PHP/MySQL for a portion of my website. It is going to be in 2 different stages.

The first stage is to build a system like this where I can add the members manually through a /admin interface or upload it via phpmysql so that the database can be searched exactly like this: https://portal.coren.gov.ng/Account/MemberSearch. this is what we will do now.

For the next section, I'll create a new milestone/offer.
The next section will involve building a registration system into it where members can create an account, log in, pay for or renew their membership/licenses, and be issued a digital/pdf with details and picture based on a template file we create. We'll integrate a local payment system, the admin will be able to log in and see all payments and certificates issued. Can manage users, can suspend or disable and a few other admin functions as well as export the data to excel/CSV.
