Allow users to Add Icon and save

Ok a strange one, I need a webpage with an image as a background, then each user has the ability to select an icon that they can then drop over the background at a certain point and link that icon to some images that they upload, then be able to save what they have done so that other users can see the icon and open the pictures, we could have 20 odd users adding icons.

If you look at the attached image it kind of gives you the idea, the camera is the icon, over a background or a picture, when the camera is clicked it opens the attached pictures.
