A web page/app to generate synthesised speech using Google Cloud Speech Synthesis

I would like to commission an app/web page which uses Google Cloud Text to Speech to generate speech from a text field.

Ideally, the app/web page would have the following functionality:

* The ability to set all parameters for text to speech using a field to submit text marked up with SSML. This would include voice type, language etc.
* The ability to play/preview the generated audio via app/browser.
* The ability to download speech audio files in both .mp3 and .wav formats.

I already have a Google Cloud API which I can provide for the project.
