Viber like app

I am looking for a company who can implement viber like app with couple modifications . No third party will be used so the company has to have the ability to develop video and voice calls without using third party services. This means VoIP, notifications, messages, chat , and all the functionality will route through the sever , I am going to rent or buy . Please look at viber all functionality before sending me a proposal . Thanks
