General information for the business: We connect to third party databases and process the data

Description of every module: We have a remote database storing logs of activities, which are date stamped.
We need a windows service build, which will run on a regular basis, i.e. every minute, 24/7/365 which will :
1/Connect to the remote database
2/Query a table on the remote database with a particular SELECT statement,
3/Retrieve the latest set of log data created since the last query time (the service might need to locally store and retrieve the last query time, so that the next query will get the data where "date > lastFetchTime" or something) S
4/Stored the results, in a specifically formatted text file, with a particular filename in a particular folder on a windows server. It may need to append to an existing text file, or create a new one, based on the hour and minute that the service is running.
It should also allow us to configure the database connection string details and query frequency, by editing a simple config file, in case the database location or credentials change in the future.
It should write a log of the activity, so we can monitor and debug any issues, such as connectivity issues etc
It needs be easy to install the service on a standard windows 2008 or 2012 server, and it needs to run 24/7/365 without any memory leaks, or special user permissions or SDK environments etc
Description of requirements/functionality: we will require the source code and build instructions for the service once it has been build and paid for.
