Small scale Job Portal

Hi,
I am looking for someone who can develop a small but with high quality and professional look job portal . with following functionality

For Application
- Registration with email or google/Facebook
- update personal details , qualification, experience , university (if student), location and availability
- Search form to search a job , set job alert
- upload cv

For employer
- Registration with email
- update business details , industry , address , location etc.
- post new job ads
- employer will have different type of membership to choose.

website should identify the location , applicant from outside country should be able to register.
website should be fully dynamic with backend table where i can change values/update values.

i would prefer to have SQL as backend but i am fine with if you are comfortable with other db.
Is this something you can deliver ?
