Description
We need to build a Question Answer system for our android app, which will work as follows.
1. Interface of users where user can post a questions and can answer the questions of other users. User will see the feed of the questions uploaded on home screen. Every question will have option to answer and follow the question.
2. Home screen will also have a tab for posting the questions, which will bring user to a new screen.
3. While posting the question, user will be able to either write down the question or can simply click the pic/select image from gallery and upload it.
4. If question is typed, we will need to search the database for exact/similar questions and show the suggestions to user. User can accept the answer or can proceed to post the question.
5. If question image is uploaded, we will need to OCR the image to extract text and then search and show the suggestions.
6. User can answer other user questions by clicking the answer tab below every question, and then can write down the answer or upload the pic(using camera or gallery) of answer.
7. Once a question is answered, notification will be sent to users who have uploaded it as well as who have followed it.
There will be a backend as well.
1) OCR engine will be at the backend only. We will any of the free OCR engines or Mathpix OCR Api.
2) Notification system will be there at the backend, which will sent out the notifications to users who have posted or followed the question.
3) Agents can filter the unanswered question, can edit and answer them. Also, admin should be able to delete any question and answer.
4) They can tag the questions appropriately, and there will be a filter by tag button at front-end too.
5) Admin can mark some questions as unavailable which will not be shown in public feed.
6) Admin can also see the statistics of the questions like how many have come-up in search, how many has been marked accepted and how many users have followed any questions.
7) Admin can see the matching questions at backend.
This is the basic structure of the system and the final points will be discussed once the project is finalised.

Is there any option for ASP.NET MVC Core 3.0?

Is there needed any back-end?
Beacuse :
1. when user upload image, there has to be ocr engine.
2. When user answer, notification has to be sent to users, who have uploaded the question as well as who have floowed it.
As a back-end, what about php, java, c#?
There are free ocr engine for php, java, c#.
And we can use third part APIs for notification such as firebase or web notification.
As a database, what about mysql or mssql?

Yes, backend will be necessary. It will have following provisions.

PHP, Java would be preferable.
We will use firebase for notifications.
