PHP ongoing development

I'm looking for a PHP development for my web site;

I'm not only looking for ongoing development but also SEO and marketing.
Looking for a long term working relationship.
I need the sites control panel expanded to include more control for adverts that have registered, reset password details, deletion option and editorial option. I'm looking to change the subscription from one price for all to different pricing for different establishments. Lastly i want to change and increase the amount of catagories. Ongoing will be design, SEO, marketing and maintenance.
