MySQL Upload and Custom Queries

I'm looking for a MySQL programmer to help me to upload excel file to with data types/etc. create custom queries. i have the questions but need a programmer the help answer them in a query with data in MySQL.

Questions that go with Standards-Based Analysis: (things I look for or do manually when breaking down the data)
1. What is the percent proficiency for each standard tested from a whole class/section perspective?
2. What is the percent correct for each item tested under each standard when looking at this by class and by individual student?
3. What is the schoolwide/overall percent proficiency for each standard when comparing all students at the same grade level at the same school (schoolwide) and comparing all students at the same grade level across the district (district-wide)?
4. What is the percent proficient for each standard tested when comparing teacher against teacher at the same grade level at the same school
